Fostering the Family: Confidentiality and Privacy Agreement
Purpose: Fostering the Family is committed to protecting the privacy, dignity, and safety of the children, biological parents, foster parents, and kinship caregivers we serve. As a volunteer, partner, or church representative, you may have access to sensitive “Confidential Information” through the Tangible Needs Portal, Care Community communications, or direct service. This agreement ensures that such information is handled with the highest level of care and in accordance with South Carolina state laws and organizational policies.
1. Definition of Confidential Information
“Confidential Information” refers to any data or information, whether written, oral, or digital, that relates to the families served by Fostering the Family. This includes, but is not limited to:
- Names, ages, or birthdates of children and adults.
- Home addresses, phone numbers, email addresses, or workplace locations.
- The specific foster/kinship status of a child or family.
- Details regarding a family’s history, medical conditions, or reasons for DSS involvement.
- Photographs or videos of children or family members.
2. Obligations of the Participant
By signing this agreement and participating in Fostering the Family programs (including the Tangible Needs Portal), I agree to the following:
- Non-Disclosure: I will not share, discuss, or disclose Confidential Information with anyone outside of the authorized Fostering the Family staff or my designated Care Community team members.
- Purpose of Use: I will only use Confidential Information for the sole purpose of providing the agreed-upon support (e.g., delivering a meal, providing a mattress, or offering prayer).
- Secure Handling: I will not leave physical documents containing Confidential Information in unsecured areas and will ensure that any digital access (emails or portal logins) is kept private.
- Social Media & Photography: I understand that no photographs or videos of children in foster care may be taken or posted to social media without explicit, written permission from Fostering the Family and the legal guardian/DSS. I will not post identifying details about a family’s location or circumstances on public forums.
3. Professional Conduct and Boundaries
I recognize that my role is to support the family and not to investigate or share their “story” with others. I will maintain professional boundaries and avoid gossip or casual conversation regarding the families’ sensitive backgrounds.
4. Reporting Requirements
If I become aware of a breach of confidentiality—whether accidental or intentional—I agree to report it immediately to the Fostering the Family leadership. Furthermore, I understand that confidentiality does not supersede my legal obligation as a Mandated Reporter under South Carolina law. If I have reason to suspect child abuse or neglect, I must follow state reporting protocols.
5. Termination and Survival
My obligation to maintain confidentiality remains in effect even after my volunteer service or partnership with Fostering the Family has ended. Unauthorized disclosure of information may result in my removal from Fostering the Family programs and, in some cases, legal action.

I have read, understand, and agree to abide by the terms of this Confidentiality and Privacy Agreement. I recognize that my commitment to these standards is essential to making a lasting difference in the lives of vulnerable children.
